Oh, wow! This bird is the same color of blue as Sugar, my parakeet when I was nine years old. I hope it stays around your feeder, too, and that you get lots more pictures.
I would guess that if you keep feed in the feeders he will keep coming back, and is just about as likely to survive the summer as wild birds. A cat might get him if he does not know to be weary of cats, but he probably knows to stay away. However, he will not survive the winter in Arkansas. Too cold for tropical birds.

If that's a parakeet, he/she probably got away from its owner somehow. They don't survive long in the wild, I'm told.

It is a parakeet that got away from someone's cage. I hope you can catch it and get it back in a cage or it will probably be killed.
